Users can easily update and change the text, images, video, audio and more of their site using the WordPress platform. And with the right theme, no knowledge of web programming is required. Updating a WordPress based website can be as simple as changing a profile in Facebook. To sum it up in their own words:

Is A WordPress Theme A Website?

Essentially, although a WordPress theme cannot exist without the WordPress platform. With the WordPress platform installed you can have a great website or blog represented by the theme of your choosing.
